This analogy is intended to emphasize the importance of deriving
plans specifically for the area, country, or region under consideration.
The derivative approach requires techniques for lnventorylng the resources
with Which to build; and models for describing the alternative ways of
developing resources, the infrastructure required to support the development
and industries supporting infrastructural and resource development.
