The ECA Working Group for the Preparation of the Conference of African Ministers responsible for Civil Aviation, at its meeting held in Nairobi on 20-23 October 1998, agreed that the new instrument to be developed should be in form of Treaty or Protocol to the Abuja Treaty establishing the African Economic Community. The Working Group also agreed that such instrument should have in-built flexibility to allow States to make their own choices as to the degree and pace of implementation of the instrument. States that are ready to implement the instrument will be able to do so immediately among themselves while other states not fully ready will have the opportunity to implement the instrument at their own pace within specified time frame.
