Report on a survey of user needs

The study was based on a lengthy questionnaire, pre-tested in Nigeria, and administered directly to every respondent (numbering more than 100); some of the respondents completed the questionnaires after the interviews; the total number of completed questionnaires was 104. As noted, those interviewed were public sector decision makers, planners and researchers in ECA member States; the study was marked by a particularly strong participation of high-level decision makers, particularly at the level of vice minister or permanent secretary. Twelve percent of the respondents were at this level. Regarding the education and experience of respondents, more than 80 percent has first university degrees or higher; 24 percent held doctorates; the respondents averaged 16 years in the public service of their countries.
