The purpose of the mission was to explore the possibility of extending the scope of the Programme to Francophone and, ultimately, Lusophone, African countries. It should be recalled that at a meeting held with the African Capacity Building Foundation in Harare on 8 December 1994, the view was expressed that in the long-term interest of the Programme, it was essential that its scope be broadened to include Francophone and Lusophone Africa- It was then agreed that IDEP be approached with a view to its hosting the Centre- The subsequent paragraphs focus on the outcome of the mission which was organized in close collaboration with the Director of IDEP, Dr. Jeggan C. Senghor.
