Policies and programmes factors in regional planning affecting human settlements in Africa

In this paper the term “human settlements” is used in the sense that “the environment of human settlements refers to those natural and man-made elements that constitute man’s territorial habitat; where he lives, works raises his family, and seeks his biological, social, spiritual and intellectual well-being”.
