The prospects for the effective utilisation of human resources in Africa are quite gloomy. Projections by ILO/JASPA for the 1990s show that employment is estimated to grow at an annual average of 2.4 per cent per annum and the labour force at 3.3 per cent per annum. This means that the unemployment problem will continue to afflict the region in the 1990s. Given the poor performance of the African economy in the 1980s, the development challenge facing the continent in the 1990s is to search for renewed economic growth and to translate such growth into increased employment opportunities so as to maximize the benefits from growth.
