The process of capital formation is a widely acknowledged key factor in economic development. However, we must be well aware that the rate of capital accumulation is not the sole factor influencing economic development. Lack in education, skill, entrepreneurial talent and of a sound tradition in effective public and business administration constitute important obstacles to the growth of a developing, country, Yet we believe that an accelerated rate of capital accumulation can play a very helpful role even in overcoming the above mentioned impediments. We should think here of investments in a wider sense than the standard definition, comprising in fact any outlay in the field of education an<i, training and in the promotion of a modern way of social thinking and business behavior.
