Proper development and utilization of human resources are essential to the reversal of Africa's current economic crisis. In the 1980s, Africa's economic problems ranged from a fall in living standards, the poor provision of social facilities, etc., to a decline in employment and a slump in real wages. For example, Africa's per capita income fell, per annum, by about 3.4 per cent between 1980 and 1987. Over the same period, real wages declined by about 19 per cent per annum and total formal sector employment decreased by 16 per cent between 1980 and 1981.
