Since 1960, the vast majority of African countries have accumulated a rich and diversified experience in planning. Today, almost all the countries (45 out of 51) have planning structures and mechanisms. Even if the term 'planning' does not have the same meaning in all the countries and even if the implementation approaches, mechanisms and modalities differ from country to country, overall, the potential for local planning has increased substantially in the face of the numerous socio-economic development constraints. Potential skills, particularly skilled manpower and technical expertise in planning make it possible to analyze increasingly complex and critical socioeconomic situations and thereby to draw up fairly sound, justified and workable national, sub regional and regional plans.
