World trade increased by 14 percent in 1988 against a mere 2.6 per cent for Africa's trade. Africa's external trade balance has been constantly in deficit since 1980. Furthermore, Africa's internal trade as well as its trade with other developing countries has also been
declining during the 1980s. Although intra-African trade was given a
considerable priority in the Lagos Plan of Action, its share has in fact been falling since 1980.
