The African dilemma since the mid-1970s has resulted in many Africa-led broad proposals for frameworks and strategies to solve the regions crisis, the latest being the African Priority Programme for Economic Recovery 1986-1990 (APPER), the declaration of the United Nations 13th Special Session on Africa which led to the adoption, by resolution S-13/2, of the United Nations Programme of Action for African Economic Recovery and Development 1986-1990 (UN-PAAERD), and the African Alternative Framework to Structural Adjustment Programmes for Socio-Economic Recovery and Transformation, it is difficult to over-emphasize the extent to which these publications have influenced the nature of thinking and debate on Africa's food and development problems.
