The building and construction industry, in addition to its economic
importance has very important social effects. On the social scene, each individual would like to have his own dwelling; in this way housing sets the character of all human settlements. The problems
of housing often have important political side effects; of the 60 per cent of total capital formation devoted to construction approximately half, or 30 per cent, is devoted to housing and community facilities. This-represents about 3 to 4 per cent of the Gross Domestic Product.
