The discussions on "Recent Developments in Education and Training", both in its worldwide and African contexts, have drawn some attention to the role of manpower and productivity in economic development. As stressed in the report on that subject-^ Africa's human resources constitute a major means for the achievement of accelerated development. Developed human resources, or labour that is adequately equipped with production skills, an innovating mind and a managerial capacity, is crucial to the region's quick transition from traditional economy to a modern economy that will assure to African peoples a higher standard of living.
