This paper explores appropriate policies for sustainable peace both for the international community
and for a post-conflict government. and it provides an overview of the problem. It discuss the risk factors which determine whether a conflict restarts, and show how they can be measured. By establishing which arc the highest risk factors in a particular situation, it is possible to prioritize policy interventions aimed at risk-reduction. Taking each risk in turn, we then consider how action by the international community and a post-conflict government might be able to reduce these risks.
