The period commencing with the end of the World War II is the first in the .history of mankind during which concerted efforts have been made on a world-wide scale to enhance living standards as rapidly as possible Failure to achieve national development targets and specifically disappointment, with the progress made early in the United Nations first Development Decade caused any officials and scholars in the world community to look, closely at the factors influencing economic and social progress.
