The West African sub-region, as now constituted, is not only one of the largest in terms of membership in the ECA set-up; but also has by far the largest number of inter-state organizations for co-operative economic action. These include all types of associations. There are those whose operations are confined to one agricultural commodity (e.g., African Groundnut Council, Cocoa Producers Alliance, Inter-African Coffee Organization) for which improved marketing conditions remain the prime objective. The dominant type of inter-state consultative machinery in the sub-region is the one based on the joint or co-ordinate exploitation of water resources and associated development schemes.

Economic co-operation in Africa is part of a general movement which is causing nations to group together, in order to achieve rapid, overall and less costly economic development. It answers a need which is felt, to different degrees, by both the developed and developing countries, since the law of economies of scale is equally applicable to both categories. Consequently, it is important for African countries to strive to improve their cooperation and to define the type of cooperation that they want, in the light of the intended objectives. They must then identify the best means of achieving these objectives.

Le Gouvernement de la République du Liberia a eu l’amabilité d’accueillir la Réunion. Cette réunion résulté du programme de travail pour 1964 de la commission économique pour l’Afrique, adopte à sa sixième session et du projet numéro 33.3 de la commission sociale des Nations Unies, adopté à sa quinzième session. C'est la cinquième réunion régionale organisée par les Nations Unies préparation du congrès mondial des Nations Unies sur la prévention du crime et le traitement des délinquants, qui se tiendra à Stockholm en 1965.

The second Joint Annual Meetings of the AU Conference of Ministers of Economy and Finance and ECA Conference of African Ministers of Finance, Planning and Economic Development was held in Cairo, Egypt. In the opening remarks, the Minister noted that the theme of the Conference was particularly timely and relevant as most African countries were experiencing a drop in available finances from sources like remittances, export and commodity demand, aid and capital flows. The Conference would, therefore, provide an opportunity to examine alternative sources of development finance, including improving macro-economic policies, strengthening tax systems, and improving public expenditure management. The outcomes of the Conference
would contribute to the upcoming high level meeting of the General Assembly on the global financial and economic crisis and the next G-20 Summit.
