This document presents an independent assessment of high-value digital identity use cases for the Kaduna State government, conducted by the Economic Commission for Africa (ECA) in collaboration with local consultants. The assessment aims to identify and optimize digital identity implementations that can significantly impact the state's development plans. The evaluation process involved engaging various ministries, departments, and agencies (MDAs) to determine their readiness for digital identity use cases. An evaluation matrix was developed to rank these use cases based on criteria such as possible impact, leadership commitment, and current technology use. The results indicate that the Ministry of Human Services and Social Development, the Kaduna State Pension Bureau, and the Kaduna State Residents Identity Management Agency have the highest prospects for immediate implementation. The document outlines the next steps for operationalizing these use cases, emphasizing the importance of collaboration between the Kaduna State government and ECA.
